You need three things to make it on the streets of New Draconis. A way to make gold, a dream, and a dragon to server as your patron. On most worlds, that third one would be hard, but on the plane of Maulkir, there are thousands of dragons. With war forbidden, dragons fall into their obsessions, trying to prove their dominance by excelling at their hobbies.
