According the Purgatory Accords, every soul that Heaven deems to have "sinned" shall be punished by Hell in accordance with the weight of said sin. Yet there is no rule for what must happen to the souls after that, beyond them no longer being punished. So the Demons inprovised, and increased their population numbers. Sure, probably 80% of souls don''''t have enough of a mind to become a proper demon, merely a Demonic Beast. But those 20% that do survive mostly intact become one of the five types of sentient Demon, and can work their way up the ranks.
